<h2>As most of people have known, Xi’an has been one of the best international tourist destinations due to its splendid history and culture. Terra Cotta Warriors and Horses, Wild Goose Pagoda, Bell tower and Ancient City Wall have attracted millions tourists all over the world every year. More than that, Xi’an city has been one of the most important cities in China in many categories including advanced education, modern technology development, aviation and aerospace. <p>In June, State Council approved Xi-Xian New District after Shanghai Pudong, Tianjin Binhai and Chongqing Liangjiang, and will issue significant incentives to development the area in the next ten years. Central government has decided to build Xi’an to be one of the International Metropolitans after Beijing, Shanghai and Shenzhen. We strongly believe that the best time for Xi’an city is coming.</p>

<div>Mr. Zhongrui Xia has more than 30 years experience in IT area, from the beginning of being responsible for building of Shanghai governmental computer system and promoting information technologies in 1984.</div>

<p>He was responsible for planning of Shanghai Information Port, designing policies and implementing the construction of information application projects, as a Director of Information Office of Shanghai Municipal Government in 1995.</p>
<p>Mr. Xia was also responsible for supporting and coordinating Hua Hong NEC project, which was China’s first 8 inch semiconductor processing line, as Director of Shanghai 909 Project Office.</p>
<p>After being appointed as President of Shanghai Hua Hong Micro-Electronics Corporation in 1998, Mr. Xia started Hua Hong Design Corporation, acquired Beiling Semiconductor Company and Jitong Intelligent-Card Company. Mr. Xia was the first President of Hua Hong Group after he organized Hua Hong Group.</p>

<p>As a serial entrepreneur in mobile Internet, Wenchu successfully sold his 1st company to a Nasdaq listed company in 2004. He founded Moabc in 2005, and made it as a leading mobile community with +10 million users. Great Wall Club was founded by Wenchu in Mar.2008. He speaks Chinese, and English.</p>

<p><strong>Winston Choe </strong>is currently the Tablet Ecosystem Director in the Intel Netbook and Tablet Group, where he<br />
manages development of the ecosystem through engagements with key-customers, strategic-partners,<br />
venture-ecosystem, and new market-development. His background covers 20 years in the Mobility,<br />
Communications, Software, and Services industries, where he has developed businesses at startup ventures<br />
and multinational-corporations across the US and Asia.</p>
<p>Winston founded three software ventures in business-networking, mobile cloud-computing and networked-<br />
multimedia, which he developed from concept to commercialization. Prior to joining Intel, he was the Founder<br />
at Confidantly, a business-networking software company where he established the team, completed product-<br />
development, and launched Beta services through online, social and affiliate-marketing. Previously, Winston<br />
has managed sales and business-development organizations in the HP Handheld, Nokia Mobility, Sun<br />
Consumer Mobile, and DEC Global Services groups where he managed carriers, strategic-partners, and new<br />

He is chair of the Software Development Forum’s Mobile internet group, formal advisor to the U.S. State Department’s – APEC Office of Commerce, and a founding member of CTIA’s Wireless Internet Caucus.</p>

			<content:encoded><![CDATA[<p>SANTA CLARA, Calif., Sep 17, 2010 — Delegation from Xi’an reached out to Silicon Valley’s hi-tech community for wide range of opportunities at the event “Silicon Valley &#8211; Xi&#8217;an 2010: Explore Opportunities with China&#8217;s Emerging Hi-tech Hub”, as part of the delegation’s 12 days visit to Northern America.</p>
<p>“People may hear of Xi’an as Chinese ancient capital, but they started to know bout its hi-tech industries development,” said Mr. Huang Haiqing, Vice Mayor of Xi’an and the leader of a high-level delegation which arrived in San Francisco for a business visit. Mr. Huang emphasized that the future Xi’an will be built as important national scientific and technological research and development center, and hoped “to expand all-dimensional and wide ranging cooperation and exchanges with the renowned Silicon Valley enterprises in the IT field”.</p>

<p>Vice Consul of Consulate General of China in San Francisco, Chen Wang, took note of the fact that China also underwent the global crisis together with other parts of the world. “However,” he said, “It stimulated government to pay much attention to develop the area of infant industries, e.g. service outsourcing”. He pointed out that China had become the world second large service outsourcing country behind India and the world occupation was rising quickly. “The world faces severe challenges, and closer cooperation between nations is needed more than ever,” Mr. Chen said, “This forum is a great place to share observations regarding how to explore China’s hi-tech markets, and how to carry out industrial cooperation between Silicon Valley and Xi’an.”</p>
<p>Mr. Li Zhijun, Deputy Director General of the Bureau of Commerce in Xi’an, listed 3 points to prove strong competitiveness about Xi’an including its advantages and opportunities for developing software and service outsourcing. “The service outsourcing we are running is one of the emerging industries since the adjustment of world industrial structure,” he said. Mr. Li also highlighted full support from Xi’an government on investment in software and service outsourcing industry to make the business climate more attractive to international companies. “We are continually improving investment environment and service functions, and we expect more interactions and communications with US enterprises to promote the fast development of outsourcing industry and share the result of city development with Xi’an people.” Mr. Li concluded.</p>
<p>Larry Lei, The Deputy Director of Xi’an Soft Park also introduced the the infrastructure. Several Xi’an Software companies including Bachieve, Huamei, Huatek, also presented their capabilities during the event.</p>
<p>Other Silicon Valley speakers such as Mr. David Xu, President of SVC Wireless, and Hutch Hutchison, VP of Appcelerator, David Cao, Vice President of BeyondSoft Consulting Inc., were equally generous with their praise of Xi’an’s outstanding achievements of developing software and service outsourcing industry. They all believed Xi’an would be built as a domestically leading and world famous outsourcing example city.</p>
<p>During the interactive information session, over 60 executives and senior officers of Silicon Valley renowned hi-tech enterprises, specializing in finance, IT outsourcing, mobile application development and wireless applications, keenly discussed the current investment situation of Xi’an and the government policies and support for hi-tech industries with Xi’an delegation. It will begin with introductions by Mr. Huang Haiqing, Vice Mayor of Xi’an, followed by the speech of Mr. Li Zhijun, Deputy Director General of Bureau of Commerce, sharing the information about the region’s advances and advantages as well as identifying business opportunities for investment and outsourcing. </strong>Experienced in attracting foreign direct investment for 18 years, Mr. Huang Haiqing is familiar with international and domestic investment trends and policies. <p>Xi&#8217;an is one of China&#8217;s most progressive regions, playing a key role in China&#8217;s hi-tech market. It has strong scientific strength &amp; advanced higher education. There are 42 colleges and universities, 524 large-and medium sized scientific and technological research and development establishments in Xi&#8217;an. Of these, over 30 are the largest ones in China in terms of their professional capacities, and these have 55 state-level labs, and 380,000 professionals. Xi&#8217;an ranks the third after Beijing and Shanghai in terms of comprehensive scientific and technological strength in China, and number one among the medium and large cities in terms of density of technicians. The Chinese first computer, passenger airplane, IC board, and high speed color CRT camera were all developed in Xi&#8217;an. In addition, every year in Xi&#8217;an, over 1,500 scientific and technological results are generated and certified, many of which take the lead in China and some of them have achieved the advanced international level. As one of China’s four software exploitation and export cities, Xi’an has formed the six main services projects including software exploit and processing, BPO, R&amp;D, software application, engineering software outsourcing and call center service in Europe, US, Japan and Taiwan.
